Does the Educational Qualification of a Political Leader Matter in India?

A research study done by IIM Bangalore has shown that there is a small positive impact on infrastructure facilities in a constituency if the leader is educated.

Many jobs require minimum educational experience while professional jobs require professional qualifications. But in politics there was no stipulation regarding minimum qualifications. But now they are being increasingly mandated for contesting elections.
